Communities and neighborhood organizations today are contending with one of the most limited resource pools in recent decades, making it nearly impossible to fulfill their missions and basic social needs.

In the face of shrinking federal and state government purviews, many communities are taking the lead on critical issues like climate change, and cultural inclusion related to immigration, healthcare, housing, and more. The burden of carrying societal values forward is now spread too thin and too far.

In this context, how do communities leverage and develop their own resources for collective impact? Who does this work, and how can they do it when resources are so tight? No one person or organization will have the resources to address these structural problems. But together, we have everything we need. In early American life, the barn raising was a critical economic tool for the success of an agrarian society. Does this tradition have relevance for us today? In Minnesota, two communities that could not be more different — one rural, and one urban — are demonstrating what cooperative community action means in 21st century America.

Through two efforts with vastly different goals — to renovate a 12, square foot defunct car dealership, and to create a acre ecological and innovation district — Minnesota-based communities are demonstrating how to do more with less. Each year, Beacons serves over 2, young people and their families at eight centers in the city. Each center works to increase academic achievement, school connectedness, the capacity for productive adulthood, and opportunities for youth leadership and community engagement by offering a wide variety of programs including service learning, leadership training, character and social skills development, arts and cultural enrichment, sports and recreation, mentoring, and tutoring.

The Minneapolis Beacons program has had a positive impact on the academic performance of its participants. Youth who participated more than 90 days were twice as likely as nonparticipants to be proficient in reading, based on the Minnesota Comprehensive Assessment results Minneapolis Beacons Network, Columbia Heights is a suburban Minneapolis community with a rapidly changing population.

Academically, students also had great gains. English language learners were the mostly likely to show improvement and had the greatest gains in comparison to other students ENCORE, Since , McGregor Public Schools, a small rural school district in central Minnesota, has been home to a high quality afterschool program that has integrated youth voice as a key component of their program design. Program staff in McGregor solicit feedback through focus groups and surveys, and they also use a youth advisory board to provide input on program design and offerings.

Based on the information collected, the program has revised its marketing strategies, increased program offerings, and created group clubs based on youth-identified interests. Participating students have seen academic and social gains. One of the most successful offerings has been small-group mentoring, an activity that targets youth who have low academic achievement, poor attendance, high incidence of behavioral violations, and other indicators of risky behaviors or vulnerability.

The groups meet weekly to check school progress and participate in recreational activities, enrichment, and service projects. Eighty percent of participants in small-group mentoring made gains in achievement, decreased behavioral violations, and increased attendance. The program has found the greatest academic gains have occurred with multiyear participation.

In communities across the state, large numbers of high-need students have increased opportunities to participate and engage in learning outside of the classroom. In support of advancing global power system transformation, Steering Group members will be expected to contribute to the annual operating budget of the Power Partnership.

The Public-Private Leadership Forum is a foundational component of the overall Power Partnership initiative, catalysing public-private collaboration in transforming global power systems. The 21st Century Power Partnership is undertaking analysis and capacity building activities surrounding renewable electricity integration and grid management and best practices for energy efficiency policy and energy management.

Power Partnership welcomes diverse industry representation across technologies, all aspects of the power and related energy systems, and legal, financial, and regulatory communities. The Leadership Forum aims to include balanced representation from developing and developed country participants. The Leadership Forum will select a chair and vice-chair on an annual basis to perform leadership and program development functions.
